The Permit to Work (PTW) Issuer is a competent and authorized individual responsible for managing the Permit to Work system for high-risk and non-routine activities. This role is critical in ensuring that potentially hazardous work is properly planned, controlled, and executed in a safe manner. The PTW Issuer ensures that no work begins unless it has been formally assessed, authorized, and documented in accordance with organizational safety procedures and legal requirements.
The PTW Issuer’s primary responsibility is to identify workplace hazards associated with a specific task and verify that suitable risk control measures are in place before issuing a permit. This includes reviewing risk assessments, method statements, isolation plans, and emergency arrangements. The issuer also confirms that workers are competent, trained, and fully aware of the permit conditions, limitations, and safety precautions.
In addition, the PTW Issuer coordinates with supervisors, safety personnel, and other departments to prevent conflicting activities and ensure clear communication across the worksite. They monitor ongoing work, suspend or cancel permits if conditions become unsafe, and ensure that the work area is restored to a safe condition before formally closing the permit. Through effective implementation of the PTW system, the issuer plays a key role in accident prevention, legal compliance, and the promotion of a strong safety culture within the organization.
